Even where <br />the City has a drainage easement over a waterway, it usually only gives the City the right to <br />convey and to maintain the conveyance of stormwater in the waterway. It does not give the <br />Staff Authority for <br />2 <br />City authority to address issues of bank side vegetation degradation, planting of invasive <br />Enforcement <br />species, or deposition of grass clippings and other yard debris on the upper banks unless <br />this will impact conveyance. It would go along way toward improving the health of our open <br />waterway system if City staff had some authority to require property owners to stop <br />Long <br />degrading the creeks and channels that abut their property. <br />Disconnect between urban forestry work group and rest of Parks and Open Space Division. <br />Contributing factors: crew history; funding separation — road fund work as differentiated <br />from general fund work of most of rest of division — streets not recognized as part of park <br />Snyder <br />system. <br />Organization <br />- -- <br />Structure <br />Parks and recreation users are not being served well within current configuration due to <br />being hidden within too large a department; being combined within a traditional Public <br />J Hallett <br />Works structure, and not marketable to its fullest extent. <br />Our land base and the demand for recreational and educational opportunities within our <br />Mission /Goals and <br />natural areas will continue to increase. With both our institutional and natural resources <br />Priorities <br />already stretched to their limit for what services the citizens want, how or if can we prioritize <br />Jancaitis <br />and /or accommodate these wants. <br />Mill Race <br />;Need to correct flooding near headgate causing flooding at U of O Mill Race overflow, re- <br />Rizzi <br />iestablished to the Willamette on U of 0 property. <br />
