CHAPTER IV <br />STRATEGIES <br />This chapter describes strategies for enhancing Eugene's parks, open <br />space, recreation facilities, and programs. These were developed <br />based on the Community Needs Assessment findings, which included <br />a comprehensive analysis of programs, parks and open space, and <br />finances. Background documents are available from the Parks and <br />Open Space Division. <br />The strategies are divided into the following categories: <br />• Recreation Programs; <br />• Parks; <br />• Community Facilities; <br />• Natural Areas; <br />• Access and Connectivity; <br />• Renovation /Restoration; <br />• Maintenance; <br />• Resource Development; and <br />• Management. <br />Each category includes a list of strategies that will be implemented to <br />achieve Eugene's vision for the future: <br />We envision an interconnected and accessible system of vibrant <br />public spaces friendly neighborhood parks thriving natural areas and <br />diverse recreation programs and opportunities that make our city a <br />healthy, active, and beautiful place to live, work, and play. <br />Strategies for parkland are based on a set of local standards that was <br />developed in conjunction with the Mayor's Advisory Committee to <br />help achieve the goals that were identified and presented in Chapter <br />2. These standards are expressed in terms of acres per 1,000 <br />population. In Eugene, the desired standard for total park land is 20 <br />acres per 1000 residents. Park types each have their own standards as <br />well. For example, neighborhood parks have a standard of 1.7 acres <br />per 1,000 residents. <br />Some of the strategies are designed to meet the recreation needs of <br />under - served areas that currently do not have access to <br />neighborhood or community parks. For neighborhood parks, an area <br />is considered under - served if there is no adequately developed park <br />within a' /2 mile radius. Barriers such as major streets, railways, and <br />rivers were taken into consideration.
