Some of these activities include: <br />Illegal dumping on park lands (and not sending letters to enforce); Encroachments by adjoining neighbors (and not <br />dealing with it); <br />Dogs off -leash (especially in Alton Baker Park and the Ridgeline Trails); <br />Illegal camping and not cleaning up after themselves (lack of support from EPD);Citizens filling in roadside ditches (no <br />Illicit Activities <br />10 <br />way to get them to remedy); <br />Clark <br />Graffiti; Vehicles creating damage in p arks; De stroyi ng and removing pa sig nage; Th list goes on.... <br />Flooding due to road side ditches being filled in. Maintenance of road side ditches and open waterways. Looking at both <br />Rizzi <br />conveyance and water quality, especially near stormwater outfalls that surcharge pipes. <br />Illegal camping in the river corridor and on other park land creates public health hazards (human waste, syringes, huge <br />quantities of garbage, etc.), environmental pollution, unsafe conditions for the public, and a workplace that is unsafe for <br />our employees. Abandoned campsites pose serious personal safety concerns for maintenance personnel who must Illicit Camping <br />8 <br />clean up those sites. However, active campsites have higher potential risks. Many of the illegal campers are substance <br />abusers. Some suffer from mental illness. Some are apparently engaged in criminal activity as evidenced by the large <br />stockpiles of bicycle parts, accumulations of wire strippings, collections of tools such as bolt cutters and knives, etc. that <br />Zucker <br />are routinely discovered at campsites. <br />Ridgeline Trail development and maintenance: The Ridgeline Trail (including trails within Spencer Butte Park) is a highly <br />used asset for the City. In addition, it has been a high priority item in recent planning and policy documents such as the <br />Ridgeline Trail <br />"Rivers to Ridges" vision, the 2005 "PROS Comprehensive Plan ", and the soon to be endorsed " Ridgeline Area Open <br />Maintenance and <br />6 <br />Space and Action Plan ". Despite its high use and high priority within planning and policy documents, POS has not <br />Improvements <br />adequately maintained existing trails or developed new trails at a pace or to a standard expected by the public and our <br />Wold <br />own planning and policy documents. <br />The Medians program has grown to the point that it requires a constant balancing act to meet the needs /goals set forth <br />Median Design <br />6 <br />by Goal 6 of the Transportation Plan.
