Outreach would be funded at about $2,000. It would rely on agency staff members <br />assisting in making presentations in response to invitations from key groups — that is <br />developing a speakers' bureau with some prepared materials, but presentations made <br />by various LCOG staff and other team members from Eugene, Springfield, Lane County <br />and Willamalane. The budget does not include a proactive outreach to individual <br />property owners in phase one. <br />Phase 2 would involve more reaction to the working vision and strategies with <br />refinements. More workshops would be scheduled. Outreach and the speakers' <br />bureau would be expanded to repeat visits and to more groups. Outreach would be <br />made to key property owners and property owner groups. <br />A parallel, but separate, work item involves meeting with state and federal agencies to <br />coordinate and develop the working vision and strategy with their respective plans, <br />interests, visions, funding programs, and strategy suggestions. <br />Early Citizen Involvement <br />This alternative would invest in more citizen involvement in the early study phases. The <br />working vision and draft strategies would rely on more citizen input and would be <br />developed later in 2002. Key components of this approach include: <br />• Amending the work program and budget <br />• Preparing a more extensive citizen involvement program for phases one and two <br />• Obtaining MPC approval <br />• Preparing the citizen contact list <br />• Preparing a property owner mailing list <br />• Developing and conducting a public opinion survey <br />• Conducting citizen workshop number 1 (fall 2001) <br />• Conducting citizen workshop number 2 (Jan. 2002) <br />• Conducting citizen workshop number 3 (spring 2002) <br />• Conducting citizen workshop number 4 (summer 2002) <br />• Conducting citizen workshop number 5 (fall 2002) <br />• Conduct expanded outreach to interested groups <br />• Seeking funding for amended phase 2 work program <br />The workshops would be more extensive with more facilitation and brainstorming of <br />citizen ideas. Some limited preparation of materials would still occur. Advertising would <br />be expanded. Estimated cost of each workshop is $5,000. Workshop one would focus <br />on identifying citizen values and criteria for identification of various types of parks and <br />open spaces. There would be an attempt to develop some consensus around some <br />early actions. The second workshop would focus on the vision map based on workshop <br />1 feedback. Workshop 3 would refine the vision (or alternative visions) and identify draft <br />strategies. A fourth workshop would refine strategies and funding options to implement <br />
