Metropolitan Regional Parks and Open Space Study <br />Citizen Involvement Alternatives <br />Draft 9/17/01 <br />Two alternatives are presented. The first follows the study proposal as approved by the <br />elected officials with staff work up front and citizen involvement as the second phase. <br />The second alternative places more citizen involvement early in the process and <br />spreads out technical staff work over a two -year period. <br />The LCOG project staff recommends Alternative One as the best approach under the <br />current budget and MPC expectations for products. <br />Citizen Involvement Responding to Staff Working Vision <br />In this alternative, staff works with MPC to prepare information and maps, a working <br />vision, and a short -term and long -term draft strategy. This allows for early selection of a <br />few short -term actions to begin acting upon by end of 2001. Some citizen involvement <br />activities occur during the fiscal year from fall 2001 through spring 2002, but the major <br />citizen activity occurs in 2002, in the second phase of the project. <br />The current budget and work plan is based on information presented to the elected <br />officials in November 2000, and was the basis for the intergovernmental funding and <br />agreements signed in June 2001. It includes $7,000 for citizen involvement with the <br />following activities and general timeframes: <br />• Prepare list of affected parties <br />• Draft Cl program <br />• Obtain MPC approval <br />• Conduct workshop number one (January) <br />• Conduct workshop number two (June) <br />• Conduct limited outreach to key groups <br />• Develop a phase two citizen involvement plan <br />• Seek funding for phase two <br />Each workshop is estimated to cost $2,500. They would be designed to solicit <br />comments on citizen values associated with various parks and open spaces; review and <br />reaction to staff draft criteria for developing the open space vision; marking maps; and <br />identifying ideas for strategies and funding. The second workshop would refine the <br />vision and focus on strategies. <br />
