12 <br />Eugene Survey <br />On Athletic Fields, Open Spaces, and Parks <br />January, 1998 <br />Analysis <br />INTRODUCTORY COMMENTS <br />Several guidelines should be noted which will aid interpretation of this report. <br />First, this survey is simply a snapshot of opinions at a point in time. Over time, as people acquire <br />more information, opinions will change.. <br />Second, the sample simulates participants in a typical November General election. <br />Third, based on other, similar surveys, voters who are undecided about money measures are <br />much more likely to vote no than yes when the question appears on the ballot. It is safest to <br />interpret undecided voters as likely no voters. In practice, some of the yes voters probably will <br />also vote no when the time to vote arrives. <br />Questions were based on information provided by city staff and were organized to cover the key <br />elements in proposals currently before the city. <br />The analysis is divided into a set of sections by topic as follows: <br />*Evaluation of the Current Situation (Questions la through Id and 8a and 8b), <br />*Ballot Measure Components (Questions 2a through 4 (ex. 2f, 3e, and 4c)), <br />*Ballot Questions (Questions 2f, 3e, 4c, and 5), <br />*Information Questions (Questions 6a through 6j), and <br />*Informed Ballot Questions (Questions 7a through 7f). <br />
