Division Director's Decision form. <br />2. Notice of Restriction of Use form. <br />3. Amended park and open space rules. <br />4. Noticed of intended rulemaking - proposed amendments and renaming of park rules. <br />5. City Manager Delegation Order authorizing the Executive Director of the Public Works Department to adopt rules, etc. <br />for city parks and open spaces. <br />6. Description of the appeal procedure that will be in place upon the adoption of the amended administrative rules (this <br />documents is for staff informational purposes only). <br />Just of couple of things to note regarding the amended rules: <br />1. Unless the rule specifically identifies the "Director of Public Works," the use of the term "Executive Director" is defined <br />in section 1.002(2)(a) to include the Director of Public Works and the Director of LRCS. <br />2. Section 1.003 is consistent with the code amendment (EC 4.680) that Council adopted in 2002 re people in the park at <br />night. <br />3. We have amended Section 1.002 to include the term "open space" and attached the appropriate City manager's <br />delegation order to enable this change to be included in the amended rules. <br />4. Gabrielle Glenn (of muni. court) and I have been communicating regarding the restriction of use appeal procedure and <br />she has been discussing the drafts with Marilyn. The attached hearing procedures information sheet reflects some <br />additions that muni. court wanted to see (these additions only provide more detail to staff, the additions do not change the <br />process that we discussed implementing). In the last e-mail that I received from Gabrielle she stated that everything was <br />fine in the form that you are receiving it today. She also mentioned that she was going to see if you could come to the next <br />judges meeting to give an overview to the judges about the hearing. Please let me know if you would like me to also <br />attend the meeting. <br />Please let me know if you have any questions about the attached documents, or if there are further revisions that you <br />would like made. <br />If the delegation order appears satisfactory as -is, you will need to secure a number from the City Recorder's office prior to <br />presenting it to the City Manager for signature. Once it has been signed and dated the original is to be forwarded to the <br />City Recorder's office for filing and a copy forwarded to the City's purchasing department. Please also forward a copy of <br />the signed order to our office. Adoption of the Rules will need to follow the proper notice and adoption procedures. <br />Thanks.
