NOTICE OF INTENDED RULEMAKING <br />PROPOSED AMENDMENT AND RENAMING OF <br />PARK RULES, AND REPEAL OF ADMINISTRATIVE ORDER <br />NO. 58- 98 -16 -F AND 58- 03 -14. <br />NOTICE IS HEREBY GIVEN that pursuant to the authority contained in Section 2.019 of <br />the Eugene Code, 1971, and Administrative Order No. 58- 92 -21, the Executive Director of the Public <br />Works Department of the City of Eugene, intends to amend the Park Rules to: <br />(a) Rename the rules "Park and Open Space Rules;" add a definition of "open <br />space;" and insert that phrase within applicable provisions of the rules; (b) amend <br />Rule 1.003 for consistency with current code provisions and to address applicability <br />to open space; (c) add Rule 1.04 regarding use permits; (d) amend Rule 1.007 to <br />incorporate the amended regulations for possession or consumption of alcoholic <br />beverages adopted as an Emergency Rule by Administrative Order No. 58 -03 -14 on <br />July 14, 2003; (e) add to Rule 1.010 a prohibition regarding use of an area that is not <br />open for public use; (f) clarify the provisions of Rule 1.020 and Rule 1.025; (g) <br />amend Rule 1.050 to prohibit unattended and unsupervised pets, and to amend the <br />off -leash provisions; (h) add additional prohibitions to Rule 1.070 regarding <br />vandalism and litter; (i) amend the Parks and Open Space Division hearing and <br />appeal procedure in Rule 1.074; 0) add a Recreation Division hearing and appeal <br />procedure as Rule 1.075; (k) effect minor, editorial corrections that do not result in <br />substantial amendments to the provisions; and to readopt the remaining unamended <br />Park Rules in accordance with the procedures of Section 2.019 of the Eugene Code, <br />1971 and repeal Administrative Order No. 58- 98 -16 -F. <br />Adoption of the proposed amendments is necessary in order to insure the preservation of the <br />public welfare and safety of persons using City parks. The Rules may be reviewed at the office of the <br />Public Works Department, Administration Division, 858 Pearl Street, Eugene, Oregon 97401 during <br />normal business hours (9:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of holidays). <br />All persons wishing to comment thereon or object thereto must submit their comments or <br />objections to the City's Public Works Department, Administration Division, 858 Pearl Street, Eugene, <br />Oregon 97401, in writing, within fifteen (15) days of the date of the first publication hereof, as <br />indicated below.
