PROJECT ASSUMPTIONS <br />1. Due to budget shortfalls in the General Fund and Road Fund very little new monies could be <br />made available to facilitate a reorganization. The discussions and subsequent proposals should <br />be made in recognition that they need to be generally within the current resources of the Public <br />Works Department. <br />2. Because the vast majority of personnel impacted are currently being housed at the Roosevelt <br />Public Works Maintenance Facility, to the extent possible the new division would also be housed <br />at this location. <br />3. Policies for continuing to share equipment and resources between crews at PWM and between <br />the PWM and PWE divisions are beneficial to service delivery. In the development of a new <br />division these service efficiencies are to be maintained if at all possible. <br />4. Phased implementation of portions of the new division may be necessary in order to allow <br />completion of current high priority projects and physical space limitations at the various <br />facilities. <br />PROJECT METHODOLOGY <br />Four facilitated task team meetings (13 hours) were held within the three week deadline. The sequence <br />of discussions were: <br />1. Each program manager was asked to describe the programs under their jurisdiction to provide <br />background and education to the group. <br />2. A "vision" of general program jurisdiction within the new division was developed. While the <br />definition of "parks" and parks functions was generally accepted without discussion, an extensive <br />amount of discussion was necessary to gain clarity on a working definition of "open space" and <br />its associated functions. <br />3. A number of "purpose" statements were developed for the new division. <br />4. Each program manager was asked to return to their description of programs given earlier and <br />to describe their analysis on whether their program fit within the vision and purpose of the new <br />division as the group had defined. If none of the task team members disagreed, the program <br />manager's assessment was adopted for the program being either "in" or "out" of the new <br />division. If other members of the task team disagreed or wished further discussion the specific <br />program, it was included on a list for further discussion.
