GENERAL <br />The City Manager's statement of his vision for the new Parks and Open Space (POS) Division included <br />functions currently provided by a number of separate work units from the Maintenance and Engineering <br />Divisions of Public Works. To help further refine the vision of the new division Public Works Interim <br />Co- Directors Jeff Lankston and Les Lyle assigned the project to a task team comprised of the <br />Maintenance and Engineering Divisions staff. <br />The charge of the task team was to identify the opportunities and constraints involved in restructuring <br />and consolidating the departments Park and Open Space functions and staff consistent with the vision as <br />stated by the City Manager. <br />Team members assigned were Michelle Cahill, John Clark, Joe Ferguson, Carrie Jennings, Johnny <br />Medlin, Kristi Morris, Tim Rhay, Andrea Riner, Gene Shutt, Mark Snyder, and Therese Walch. <br />Margaret Boutell and Roland Hoskins were asked to facilitate the group meetings. <br />TASK TEAM GOALS <br />At the team's request, City Manager Jim Johnson attended a meeting and shared his decision and vision. <br />He stated he wanted a new division which would take the lead to work on involvement with other <br />agencies that deal with park and open space issues. (Willamalane, Lane County, LCOG). One of his <br />long range ideas for the region is to create a continuum of open space that spans more than one <br />jurisdictional area. Eugene citizens use Lane County Parks, and others in the area, not just Eugene <br />Parks. Jim expects this division to create a vision for the future over the next few years for 10 years, 20 <br />years, and beyond. <br />Jim foresees this division striving for more public access to open space. When asked about the vision <br />for the wetlands, the City Manager sees them very much like Skinner Butte and other natural areas with <br />multiple uses. When asked, Jim stated that he saw the new division as playing the lead role in <br />coordinating the United Front lobbying efforts for park and open space related needs. <br />The team's project goals included: <br />1. Describing the team's end product <br />2. Defining "open space" for the team's use in identifying service functions to evaluate <br />3. Suggesting clarifications of the purpose for the new division <br />4. Identifying the functions proposed to be included in the new division <br />5. Proposing an organizational structure which would facilitate service delivery <br />6. Develop a rough budget for the proposed division <br />7. Identify service delivery "gaps" developed due to restructuring <br />October 19, 2000 2 <br />
