COORDINATION OF SHARED RESOURCES <br />Service improvements have been achieved in recent years through the concerted efforts of the various <br />crews within PWM to share resources and personnel on a daily basis with negotiations for support <br />occurring at the crew supervisor level. With the creation of a new division this sharing of resources <br />could become more difficult to administrate. Efforts should be made to facilitate the continuance of this <br />practice because of the great benefit that occurs with this practice. <br />While not totally inclusive of the various areas of shared resources, several are discussed below. <br />General Administrative Functions <br />The basic administrative services of budget, payroll, accounts payable, front counter customer support, <br />telephone answering point, and general clerical will performed by shared staff currently within the <br />Administrative Services Section of the Maintenance Division. Supervision for this staff shall be <br />provided by the Senior Office Manager for the Maintenance Division. Supervision of the Senior Office <br />Manager shall be provided by the Maintenance Division Manager with input from the POS Division <br />Manager. <br />Maintenance Division administrative staff budgeted within the parks service category and a percentage <br />of others budgeted in Road and Storm Sewer fund generally matching the funds being transferred from <br />PWM into the new division will be included within the PW -POS budget. <br />Emergency Response <br />The lead responsibility for general emergency response and staffing of the Emergency Operations Center <br />shall be with the Maintenance Division. Typically responses for ice and snow storms, flooding, traffic <br />accidents, and spills would fit in this category. However on request of the Maintenance Division the <br />POS Division shall have the responsibility for providing staff, materials, and equipment support. For <br />example, the two 10 yard dump trucks and operators being transferred to the POS division represent a <br />major proportion of the city's snow plowing capability and will need to be programmed into any snow <br />event response. <br />Supervisors from both divisions shall be regularly scheduled and assigned as off hours "point -of- call" <br />personnel to coordinate after hours service requests received from the 911 Communications Center. <br />Lists of PWM and PW -POS staff home phone numbers and areas of expertise shall be maintained in the <br />October 19, 2000 14 <br />
