One of the issues we face if we form an LID for sanitary <br />sewers for this project is that park land will be involved. My position on this is that we need John to agree to pay <br />our share since we are obligated by code to assess all benefiting properties. Since he was going to pay all along, <br />having him pay our share seems ok with him. He's desperate right now. Just wanted to let you know so you can <br />also use as necessary as we negotiate the conditions of accepting the park land if we haven't already. Also, on <br />another subject (project). Not sure whether your aware of the 30th Avenue assessment project. This is adjacent <br />to the Amazon Parkway. We happen to own one whole side of this short street segment but guess what? You <br />have the golden opportunity to be assessed. Our current estimate based on the low bid is around $20,000. We <br />are constructing a 20 -foot wide street and the cost per foot is approximately $82 (small project scope). You have <br />over 200 foot of frontage. So, we will be going to council in August to form the LID. Sorry to add another on to <br />the list. I don't anticipate any others at this stage but you never know about petition projects. Lane County <br />(W is funding all road /storm sewer improvements, and administering the construction contract. Tom Poage <br />designed the sanitary sewer under separate contract w /Nedco, and his plans were folded into the County <br />plans /contract. County was to pay contractors, & NEDCO was to reimburse County for san sewer costs. <br />The san swr part of the bid came way above NEDCO's budget, and they asked us if somehow those costs can be <br />assessed and therefor eligible for our 10 -yr financing. This is somewhat similar to the Maxwell Road and River <br />Road paving projects, where the County constructed the san swr as part of their paving project, the City <br />reimbursed them for the costs, and we included the benefitted properties in the appropriate LID as we extended <br />the sewer. <br />We have an IGA which covers City /County responsibilities and associated costs; we can amend that, patterned <br />on the 91 & 92 IGA's for Maxwell & River Road. 011ie Snowden is supportive; if we get the amended IGA to <br />them by next Wed, it will be on the Board's agenda Aug 10. <br />Were there any special financial arrangements, or peculiarities, or problems with these older IGA's that we <br />should be aware of? <br />Les, John Hubbird will agree to almost anything we ask, including a letter exempting park dedication from <br />assessment, waiving any rights about LID hearing notification, or anything else; RR/SC team has a form for <br />adding property to LID after formation. Timing will be a problem, since contract was awarded yesterday (ES &G) <br />& they expect to start approx Aug 1st, before Board would approve IGA. I will ask John about NEDCO <br />reimbursing County for 1st bill if it occurs prior to Aug 10. <br />Page 1 <br />
