not in accordance with these conditions shall be considered a violation of the Tree <br /> Removal Permit and subject to enforcement action and /or penalties. <br /> 1 Before this permit is issued, the applicant shall pay to the city the appraised value of <br /> the trees. R- 6.305 -C (3) states: <br /> Permit approval may be conditioned upon replacement of the street tree <br /> with another tree pre - approved by the city, or a requirement to pay to the <br /> city an amount sufficient to fund the planting and establishment by the city <br /> of a tree of similar value. The value of the existing street tree to be <br /> removed shall be calculated using the plant appraisal method established <br /> by the Council of Tree and Landscape Appraisers. <br /> The replacement value of the street trees proposed to be removed under this <br /> application has been determined by the Urban Forester using the Trunk Formula <br /> Method for plant appraisal developed by the Council of Tree and Landscape <br /> Appraisers. The appraised value of these trees is $2,460. The permit will be issued <br /> when this amount is received, less any costs, detailed in a good faith written estimate <br /> to the Urban Forester, directly related to the planting and establishment of the two <br /> replacement trees. <br /> 2. The landscape plans for replacement plantings as amended verbally on April 28, <br /> 2014 in conversation on -site between the Urban Forester and the project <br /> superintendent, are approved. Two Quercus shumardii (Shumard oaks) will be <br /> planted at the driveway entrance to the parking garage on Olive Street, one on each <br /> side. Street trees are authorized for planting in the right -of -way and are required by <br /> this condition as shown on the plans and drawings approved by the City, as detailed <br /> in the application narrative and as amended as above. Any changes to the plans <br /> must be approved in writing by the Urban Forester before planting. The species of <br /> replacement trees have been determined and approved by the Urban Forester after <br /> consultation with the project landscape contractor, Teufel Nursery. <br /> 3 The owner shall be responsible for planting, maintenance, watering and <br /> establishment of all new street trees for three years from the date of planting. The <br /> applicant shall notify the Urban Forester 72 hours before planting to allow for an on- <br /> site inspection of the trees before they are planted in the ground to assure <br /> compliance with City standards for tree stock and for planting.. The owner shall be <br /> responsible for initial structural pruning of the trees by an ISA Certified Arborist at the <br /> end of the three -year establishment period. <br /> 4. Applicant shall be responsible for the safe removal of the street trees, stumps, and <br /> all remaining debris. The planting strip soil on Olive Street shall be protected from <br /> compaction during construction activities. The planned EWEB excavation for <br /> installation of water and electric utilities shall be in accordance with Utility Right -of- <br /> Way Manual requirements.
