Then the money Fairy came, and in January we contacted the low bidder and asked if they were <br /> still willing to do the work. They said "Sure!", so we cut a contract and awarded on 2/11/09. <br /> <br /> Then, after all the work is done and the kingdom is happy, the Audit Ogre appears . <br /> As it turns out, if you don't award a contract within 90 days of the bid opening, then you must use the Wage rates in <br /> effect at the time of award.
