j,.
,~ ;-r ~ ~
~r ~ r
~~,~;
~~ ,~ "
~~~~~
ADMINISTRATIVE ORDER NO. 58-02-23 (Amended)
of the
City Manager pro tem of the City of Eugene
INCREASING OFF-STREET PARKING FEES FOR SPECL~L EVENTS;
RATIFYING THE UNAMENDED FEES; AND REPEALING
ADMINISTRATIVE ORDER N0.53-00-06.
The City Manager pro tem of the City of Eugene finds as follows:
A. Section 5.040 of the Eugene Code, 1971 authorizes the City Manager to establish
parking areas, time limitations, form of permissible parking, and fees therefor. In accordance with
those procedures, a Parking Fee Schedule and Regulations was adopted by Administrative Order
No.53-00-06 on August 22, 2000, effective October 1, 2000.
B. On July 22, 2002, Ordinance No. 20260 amending Subsection 5.285(5) ofthe Eugene
Code, 1971 was passed by the City Council and approved by the Mayor The ordinance eliminated
the maximum rate that can be charged for off-street parking. After considering the applicable criteria
of Subsection~5.055(n)6. and Subsection 5.285(7) of the Eugene Code, 1971, I fmd that the charge
for special event parking for events taking place at non-City facilities should be $10.00, and for
events taking place at City facilities should be $5.00.
C. I therefore intend to repeal Administrative Order No. 53-00-06 and adopt a new
Parking Fee Schedule and Regulations containing the amendment referenced above, and by its
adoption, ratify and affirm the unamended fees and regulations contained therein.
On the basis of these findings, I order that:
1. Administrative Order No. 53-00-06 and the fees and regulations adopted therein are
repealed effective at midnight on ~,~~,,, ~- a !~ , , 2002.
2. The Parking Fee Schedule and Regulations, attached as Exhibit A hereto, is adopted
effective at 12:01 a.m. on ~e.-~tamlxr a7 , 2002.
3. Any person aggrieved by this administrative action may appeal this increase in the
special event parking fee by filing a written notice of appeal with the City Manager as provided in
Section 5.045 of the Eugene Code, 1971, within 30 days of the date this Order is adopted. The
notice of appeal shall be accompanied by the appeal fee established by the City Manager pursuant
to Section 2.020 of the Eugene Code, 1971.
4.
