w ADMINISTRATIVE ORDER NO.58-96-14-F
of the
City Manager of the City, of Eugene
ESTABLISffiNG FEES FOR ENGINEERING SERVICES
FOR PRIVATELY CONSTRUCTED i'UBI:IC IlVIPROVEMENTS
AND REPEALING ADMINISTRATIVE ORDER NO. 58-95-07-F
The City Manager of the City of Eugene finds as follows:
A. Section 2.020 of the Eugene, Code, 197 i authorizes the City Manager to
determine and set fees and charges to be imposed by the City for services, goods, use of municipal
property, and licenses and permits.
B. In accordance with the procedures set forth therein, and the further authority of
Section 7.130 of the Eugene Code, 1971, on July 17, 1996 I notified the Mayor. and City Council
that I intended to repeal the currently effective fees for engineering services for privately
constructed public improvements as established by Administrative Order No. 58-95-07 on June
30; 1995. The Notice was also posted at two locations at City Hall on July 16, 1996 and made
available for inspection by interested persons at the offices of the City Manager, 777 Pearl Street,
Eugene, Oregon 97401 during normal business hours (S:OO a.m. to 5:00 p.m., Monday through .
Friday, exclusive of holidays). The Notice provided that written comments would be received
thereon for a period of 15 days from the date of posting. No comments were received within the
time or in the manner required by the Notice..
C. I find that the fees set forth in Exhibit A hereto are consistent with applicable
policies and directives of the City Council, comparable to the fees established in other. jurisdictions
and private businesses for providing such services, are based on the hourly rates of engineering
employees,, and are necessary in order to comply with the City Council's directive and the
requirements of Section 7:130 of the Eugene Code, 1971 that the fee charged for these services
recover the City's full costs, including plan review, engineering, inspection and overhead costs..
On the basis of these findings, I order that: .
1. The fees set forth in Exhibit A hereto are hereby established as the fees to be
. charged for the engineering services for privately constructed public improvements as set forth
therein, effective 12:01 a.m. August 1, 1996.
2. Administrative Order No. 58-95-07-F, and the fees established therein,. are hereby
repealed as of midnight, July 3 i, 1996.
~-
Dated this ~~ day of August, 1996. -
Linda Norris, City Manager (pro tem)
Administrative Order
r
