- Administrative Order
of he
Traffic Engineer of the City of Eugene, Oregon
Establishing (2) temporary one-way eastbound travel lanes and a BUS ONLY. lane
on West 10th Avenue between Lincoln and Charnelton Streets
The Traffic Engineer ofthe City Of Eugene, Oregon finds that:
A. The Eugene Code provides that the City Manager or the manager's designee shall
exercise- specific traffic .duties by administrative action, including: the implementation of
ordinances, resolutions, and motions of the Council and-his or her own orders by
installing traffic control devices; .designating the direction of traffic flow,. establishing,
maintaining, removing or altering all traffic control areas and traffic control devices
including traffic control signals,. signs, and pavement markings, and areas where drivers
of vehicles, shall not make left turns; .
B. The Lane Transit District is constructing their new Downtown Station on the block
bordered by Willamette and Olive Streets and West 10th and i lth Avenues.
Consequently, as of May 4, .1997, they will need to temporarily relocate their adjacent
-bus stations to locations west of this site. The selected and approved temporary
individuaLstation sites include the entire south side of West 10th Avenue between
_ Lincoln and Charnelton Streets. These temporary traffic. patterns are anticipated to
remain in effect until March, 1998.
C, In order to safely accommodate the new motor vehicle and public transit traffic as-well as
the related pedestrian dynamics, the same traffic pattern'must be established here as is
currently serving the existing sites. -Two eastbound .travel lanes. and a south side BUS
ONLY lane have proven to best serve this purpose under existing conditions. Conflicts
between buses and motorists and between motor vehicles and pedestrians is minimized
by this configuration.
Now, Therefore,
Based on the above findings, and pursuant to the authority contained in Eugene Code 5.040, the
Traffic Engineer of the City of Eugene orders that: _
West 10th Avenue between Lincoln and Charnelton Streets shall be regulated for two '
temporary one-way eastbound travel. lanes and one south side BUS. ONLY lane.
Dated this ~ Day of Apri1,1997 '
a
Gary deke, City Traffic Engineer.
