All Public Works Division Managers and <br /> departments have the authority to directly access legal counsel on an "as needed" basis for drafting or <br /> reviewing proposed ordinances and regulations or for interpretation of existing City Code and regulations. <br /> Public Works pays for a suite of services provided by this law firm. Bills for services are reviewed, <br /> adjusted, and paid monthly by Public Works program and Financial Services staff. Financial Services staff <br /> receives and reviews the billings, and then works with program staff to ensure both the accuracy of the <br /> billing and also the accounting codes to which those services are charged. <br /> Risk Management Division offers Loss Control and Environmental Services to Public Works in the area of <br /> Environmental Site Assessment, Underground Storage Tank management/decommissioning, and Waste <br /> Identification. These services are provided in conformance with all ASTM standards.
