The City Manger has
delegated that authority to Executive Managers, Division Mangers, and Supervisors. Typically, the hiring
supervisor will make the final hiring decision. Many divisions have established protocols to review the
decision with the Division Manager prior to making the final hiring decision, but the decision rests
ultimately with the hiring supervisor.
Each supervisor classification contains the following language: "Responsible for the selection, supervision,
and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates
complaints, recommends and administers disciplinary actions; handles sensitive personnel matters and
recommends grievance responses. Exercises full supervision over employees."
©2004 American Public Works Association Version 5.0
44
