The City has a formal <br /> Career Development policy which is accessed by supervisors when along-term <br /> training assignment (6-12 months) is available. Other situations lend themselves to <br /> a temporary reassignment of existing employees in a work group, or temporarily <br /> transferring an employee from another work group or division. In all circumstances, <br /> when a temporary assignment is made, a new supervisory relationship is <br /> .established and the employee is accountable only to the new supervisor for the <br /> duration of the temporary assignment. <br /> The City's Emergency Management Plan outlines the various roles and <br /> responsibilities of the temporary assignments and management structure if and <br /> when the plan is activated. The City of Eugene uses an Incident Command System <br /> in responding to emergencies.
