i
~ ' .o ~ ~
May 9, 2002
CONTACT: Nancy Burns, System Development Charge Analyst, 682-6887
From Public nformation Section, 682-5523
FOR IMME IATE RELEASE
TRANS ORTATION SYSTEM DEVELOPMENT FEES TO INCREASE ON MONDAY
Euge e's transportation-related system development charge (SDC) will increase on
Monday, Ma 13.
The asic transportation rate, upon which the SDC for all development types is based,
will increase approximately 65%. The total SDC fees for developments will vary depending
upon the ty and magnitude of proposed impact upon the City's infrastructure.
The ee increase is part of the implementation of a revised transportation SDC
methodolog and ordinance recently adopted by the Eugene City Council. The revised
I
transportati n SDC methodology is the culmination of over two years of work involving staff, a
nine-memb r department advisory committee, and contracted technical consultants.
Syst ms development charges are fees that are generally collected when expansion,
new develo ment, or an intensification of use occurs on property served by City infrastructure.
The fees ar used to fund the non-assessable portion of the construction of infrastructure
r needed to s pport growth in the community and to recoup a portion of the community's
investment 'n the infrastructure already in place. State law provides the legal framework for
collection a d expenditures of SDCs and the adopted local code and SDC methodologies
document f rther refine the administration of these fees within the City of Eugene. The four
public infra tructure systems for which Eugene collects SDCs are wastewater, stormwater,
~ transportati n, and parks.
~ The new Eugene transportation SDC methodology will be applied to all development
permits sub fitted to the City of Eugene on or after May 13. For more information, call 541-
682-8400, isit the City's Permit & Information Center located at 99 West 10~h Avenue, or review
the City's S C web pages on the Internet at www.ci.eugene.or.us/pw/sdc.

p
Pu Ic Works • Administration • City of Eugene • 858 Pearl Street • Eugene, OR 97401
Phone: (541) 682-5262 • FAX: (541) 682-6826 • www.ci.eugene.or.us
