<br /> T - <br /> ADMINISTRATIVE ORDER <br /> of the <br /> Traffic Engineer of the City of Eugene <br /> 11TH AVENUE -INSTALLATION OF BIKE LANE AND THIRD TRAVEL LANE <br /> II The Traffic Engineer of the City of Eugene finds that: <br /> 1. The Eugene Code, Section 5.040 provides that the City Manager (or designee) shall <br /> e~rercise specific traffic duties by administrative action, including: the implementation of <br /> ordinances, resolutions, and motions of the council and his or her own orders by installing traffic <br /> I, control devices; and establishing, maintaining, removing or altering all traffic control areas and <br /> ,traffic control devices; <br /> 2. The administrative action taken to provide for a bike lane and a third auto lane on 1 1 th <br /> ;Avenue, and the resulting removal of on-street parking and other necessary changes to traffic <br /> ~I, cgntrols, is based on consideration of, and compliance with, the criteria set forth in Eugene Code, <br /> ' Section 5.055; - <br /> ~I <br /> ~ 3. The Eugene Bikeways Masterplan designates that 11th Avenue between Kincaid Street <br /> a d Chambers Street shall have an on-str <br /> rl eet bike lane. TransPlan and the Jefferson Area <br /> ' Refinement Plan identify 11th Avenue as having three westbound auto travel lanes from Hilyard <br /> i Sheet to Garfield Street; - <br /> 4. The project is consistent with the City Council's transportation goal of promoting <br /> !I alternative modes of transportation, and other adopted state and local plans and laws; <br /> 5. The City Council appointed a special subcommittee (Council Subcommittee on 1994 <br /> !Bikeways Projects) in June of 1994, to specifically examine mitigation of the effects of parking <br /> removal in the Westside Neighborhood. The City Council subsequently approved a set of <br /> I, recommendations for 11th Avenue based on the subcommittee's final report, which shall be <br /> implemented concurrently with the bike lane; <br /> 6. The proposed street design requires on-street parking be prohibited along both sides of <br /> ~ 1 1th Avenue between Charnelton Street and Jefferson Street. Along the north side of 1 1 th <br /> I, Avenue between Lincoln Street and Lawrence Street, a new parking bay will be constructed to <br /> ~I mitigate the pjarking loss. On-street parking on Lawrence Street south of 1 1 th Avenue wiN be <br /> regulated to provide additional shirt-term parking; <br /> 'll 7. Providing a separate bicycle facility in this corridor will provide safer conditions for <br /> bi <br /> c cle travel and other travel modes on 1 1 th Avenue <br /> Y The final design ~s ~n conformance with <br /> I traffic engineering standards; and <br /> I, 8. The'City provided a notice to owners\occupants of the proposed bike lane project in <br /> I, Ma of 1994 'and re e'v <br /> y c i ed a number of written and verbal comments from the affected parties, <br /> primarily opposed to the loss of on-street parking. These concerns were responded to directly by <br /> staff and/or through the work of the council subcommittee. <br /> <br />
