Administrative Order No. 58-98-OS <br /> of the <br /> Traffic Engineer of the City of Eugene, Oregon <br /> Parking Changes on Pearl Street between Broadway and 12th Avenue <br /> Th Traffic Engineer of the City of Eugene finds that: <br /> A. The Eugene Code provides that the City Manager or the manager's designee shall <br /> 'i exercise specific traffic duties by administrative action, including: <br /> ? Implementing ordinances, resolutions, and motions of the Council <br /> and his or her own orders by installing traffic control devices; <br /> ? Altering traffic control areas and traffic control devices including; <br /> • Traffic control signals, signs, and pavement markings, <br /> • Traffic lanes, and <br /> • Parking areas; <br /> i <br /> and <br /> B. Retail space is available on the ground floor level of new parking garages at the <br /> southwest and northwest corners of Pearl Street and 10th Avenue; and <br /> C. No on-street parking is available immediately adjacent to the retail space referred to <br /> in Finding B; and <br /> D. Removal of one travel lane on Pearl Street between Broadway and 10"' Avenue will <br /> not adversely affect roadway capacity; and <br /> E. Existing on-street parking on the east side of Pearl Street between 10th and 11`h <br /> avenues is under-utilized; and <br /> F.
