Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 1976, <br /> the C' Manager is designated as the administrative head of the City, and is specifically <br /> authv ized to appoint and remove all employees (except as otherwise piovided in the Chazter), <br /> and t enforce all ordinances of the City. <br /> li. In conformity therewith, the City Manager has previously entered into <br /> appli lions for a National Pollution Discharge Elimination Permit (NPDES Perrnit). The <br /> activi ies regulated by the NPDES Permit are administered by the City's Public Works <br /> i Depa ment, and authority should therefore be delegated to the Executive Director of that <br /> Depa tment to carry out the City Manager's duties and responsibilities thereunder, including <br /> the a thorny to sign NPDES Permit applications and monthlyDischarge Monitoring Reports <br /> an be alf of the City. <br /> NOW, THEREFORE, <br /> THE CITY MANAGER OF THE CITY OF EUGENE ORDERS AND DIRECTS THAT: <br /> Based on the above findings, which are hereby adopted, <br /> 1. The authority to perform the duties and responsibilities of the City Manager <br /> and the City's NPDES Permit, specifically including the authority to sign NPDES Permit <br /> applications and monthly Discharge Monitoring Reports on behalf of the City is hereby <br /> dele ated to the Executive Director of the City's Public Works Department. <br /> 2.
