<br /> r <br /> I <br /> f ADMINISTRATIVE ORDER NO. 58-02-13-F <br /> of the ' <br /> AIRPORT MANAGER <br /> i <br /> ~ REVISION OF THE AIRPORT FEE SCHEDULE BY ADDING <br /> ADMINISTRATIVE PROCESSING FEES ASSOCIATED WITH NON- <br /> COMMERCIALHANGAR SITE LEASES RATIFYING THE UNAMENDED <br /> FEES, AND REPEALING ADMINISTRATIVE ORDER N0.58-01-12-F. <br /> The. Airport Manager of the City of Eugene finds as follows: <br /> A. Authority is granted to the City Manager of the City of Eugene under Sections 2.440 <br /> to x.442 of the Eugene Code, 1971 to set fees and charges for the use of the Eugene Airport. The <br /> City Manager has further delegated that authority to the Airport Manager under Airport Rule 8.4.2. <br /> 1 B. Pursuant to that delegated authority, on Apri122, 2002, I issued Administrative Order <br /> No. 58-02-13, and notified the Mayor and City Councilors that I intended to amend Administrative <br /> Order No. 58-01-12-F, which was issued on July 23, 2001, by adding to the Airport Fee Schedule <br /> I anew Section 12 establishing administrative processing fees for transactions for and under Non- <br /> ; Commercial Hangaz Site Leases. The processing fees were approved by the Airport Advisory <br /> Committee on Mazch 12, 2002. <br /> C. The Notice was also posted at two locations at the Airport and published in the <br /> Rcgister-Guazd, a newspaper of general circulation within the City, on Apri126, 2002. In addition, <br /> the Notice was made available for inspection by interested persons at the offices of the Airport <br /> Manager, 28855 Lockheed Drive, Eugene, Oregon, 97402, during normal business hours (8:00 a.m. <br /> to 5:00 p.m. Monday through Friday, exclusive of holidays). The Notice provided that written <br /> comments would be received for a period of 15 days from the date of posting and publication. No <br /> written comments were received within the time or in the manner required in the notice. <br /> D. Based on the above findings, and the findings in Administrative Order No. 58-02-13, <br /> I find that, after investigating the fees charged at other airports, the City's policies on recovery of <br /> actual costs of providing services, and the revenue needs of the Eugene Airport, a new Section 12 <br /> establishing administrative processing fees for transactions for and under Non-Commercial Hangaz <br /> Site Leases should be added to the Airport Fee Schedule, and that the unamended fees should be <br /> ~ ratified and Administrative OrderNo. 58-01-12-F should be repealed as of the effective date <br /> of this <br /> order. <br /> G <br /> ~ On the basis of these findings, I order that: <br /> 1.
