i <br /> ADMINISTRATIVE ORDER NO. 58-03-10-F <br /> of the <br /> AIRPORT MANAGER <br /> REVI ION OF SECTIONS 2, 4 AND 5 OF THE AIRPORT FEE SCHEDULE <br /> CON ERNING NON-SIGNATORY/SCHEDULED/UNSCHEDULED <br /> AIRL ES' FEES, LANDING FEES, AND TERMINAL BUILDING RENTAL <br /> RATE AND REPEAL OF ADMINISTRATIVE ORDER N0.58-02-27-F. <br /> The A rport Manager of the City of Eugene finds as follows: <br /> ~ A. Authority is granted to the City Manager of the City of Eugene under Sections 2.440 <br /> to 2.442 of th Eugene Code, 1971 to set fees and charges for the use of the Eugene Airport. The <br /> City Manager further delegated that authority to the Airport Manager under Airport Rule 8.4.2. <br /> i <br /> i B. Pursuant to that delegated authority, on June 18, 2003, I issued Administrative Order <br /> ~ No. 58-03-10 and notified the Mayor and City Councilors that I intended to amend the Airport Fee <br /> Schedule est fished by Administrative Order 58-02-17-F on October 17, 2002, as set forth in the <br /> Notice attar thereto. <br /> C. Notice was also posted at two locations at the Airport and published in the Register <br /> ~ Guazd, a new apex of general circulation within the City, on June 23, 2003, provided to persons who <br /> had request notice, persons who aze currently paying such chazges, and was made available for <br /> <br /> ~ f inspection by interested persons at the offices of the Airport Manager, 28855 Lockheed Drive, <br /> Eugene, Ore on 97402 during normal business hours (8:00 a.m. to 5:00 p.m., Monday through <br /> ~ Friday, excl a of holidays). <br /> D. Notice provided that written comments would be received for 15 days from the date <br /> of posting an publication. No comments were received within the time or in the manner described <br /> in the Notice. <br /> E. Based uponthe above findings and the findings in Administrative Order No. 5 8-03-10, <br /> and after inv stigating the amount charged for such use in the past; comparable amounts or rates <br /> charged by of er airports; the amounts or rates and other municipal benefits agreed to by comparable <br /> users of the rt in a contract, lease, or permit; and, the revenue needs of the airport, I have <br /> determined t the Airport Fee Schedule should be amended as proposed. As ofthe effective date <br /> of this Orde Administrative Order 58-02-17-F and the fees established thereunder, should be <br /> repealed, and the unamended fees should be ratified and affirmed. <br /> On t e basis of these findings, I order that: <br /> 1. The fees set forth in Exhibit A attached hereto, are the fees to be charged for the <br /> services desc 'bed therein as of the effective date of this order. <br /> 2.
