Radio Communication Services Customer Service Areas
July 30, 2002
Police
The Radio Communication Services team maintains a state of the art [one (1) year old] Motorola Digital
Astro backbone. This radio network is the main source of communication for the City of Eugene Police
Department. The network consists of 2 main transmitter sites located on Coburg Ridge, just North of
Springfield, and on Crestview Drive located on the South Blanton Ridge. Also there are 3 additional
receiver sites located at Hendricks Park (near the University of Oregon), Fire station 7 (Barger Blvd) and
at City Hall (7th and Pearl). Equipment at the transmitter sites includes 12 Quantar digital repeaters, 10
GHz microwaves that connect the main 9-1-1 Center at 2nd and Chamber to each site. Each receiver site
contains 6 Astro-Tac UHF receive filtering systems, receiver amplifiers and towers and power supply
system.
Located at City Hall is a "rebroadcast system" for the basement. It takes all of the EPD channels,
amplifies them and then retransmits them into the basement area. The device has filtering, amplifiers,
power supplies, and antennas that need to be maintained.
Also located at City Hall is an alarm system. This currently monitors various sections of the police station
located in the basement and displays the alarms at the records department located on the main floor. The
system has numerous sensors, an alarm panel, and internal building wiring that requires service.
Police use approximately 490 portables of mostly Motorola and a few Kenwood brands. Radio
Communication Services staff is required to repair and program these almost daily. Also, staff maintains a
stock of replacement parts and accessories to minimize down-time. Currently the city is in the process of
replacing all the radios with Motorola XTS3000 digital radios to work on the digital backbone network.
Police also uses about 190 mobiles. These radios also require repair and programming, as police needs
change. Radio Communication Services is responsible for installing the radios into patrol vehicles as
needed for accidents, new vehicles etc. Police also have 11 motorcycles that have radios on them.
We are also responsible for repairing the siren systems installed in the police vehicles. These number
about the same as the mobile radios (approximately 190). Models include Federal and Unitrol.
Video systems are installed in about 25 of the patrol vehicles. These consist of a black and white camera,
monitor and VCR located in the trunk area. Repairs are normally contracted out or components are
replaced when they are damaged beyond repair. We also install the cabling for these systems
Fire Department
The Fire Department backbone consists of 16 base transmitters located at four different sites. The two
main sites are Crestview and Coburg Ridge. Also there are two remote sites at the east (Hagan Mt.) and

west (Walker Mt.) ends of the county. These remote sites are accessed via two UHF links mounted on the
City Hall building. There are also two other UHF links that allow fire dispatch access to Creswell FD and

Mohawk FD transmitters. This pair of links is located at the Crestview site.
_
