;t <br /> Lane County Public Works Department <br /> February 9, 2007 <br /> Kurt Corey, Director <br /> City of Eugene Public Works <br /> 858 Pearl Street <br /> Eugene, OR 97401 <br /> Dear Kurt, <br /> Please find enclosed the draft FY 08-12 Capital Improvement Program (CIP) for Lane County Public <br /> Works and a staff memo describing the draft CIP program far this year. At its January 31, 2007 meeting, <br /> the Roads Advisory Committee (RAC) released the document for public review and scheduled a public <br /> hearing for February 28, 2007. A hearing notice is enclosed. <br /> As you are aware, Lane County faces unique challenges this year in both the Road Fund and General <br /> Fund. Because we still do not know whether Congress will approve even cone-year extension of the <br /> <br /> • Secure Rural Schools Act, we decided to publish a draft CIP following the normal hearing schedule, with <br /> the intention to revise it when the federal funding situation becomes more clear. We have published the <br /> draft CIP with a disclaimer that states the program will be substantially reduced in scope if Secure Rural <br /> Schools does not get extended or reauthorized in its current form. <br /> Many of you have been involved in our CIP process and have seen the decline in resources available for <br /> CIP projects and agency payment. Even if Congress reauthorizes Secure Rural Schools, this trend in the <br /> CIP will continue. Flat revenues and increasing costs have cut into the reserves backfilling the CIP <br /> program. Last year's adopted program totaled $39.6 million in County funds. The draft 08-12 CIP ; <br /> contains about $34.6 million in County funding for projects. It is based on last year's adopted program <br /> and proposes no new general construction projects. <br /> Please contact me at 682-6910, if you would like to further discuss the Lane County road fund situation <br /> and its relationship with the draft CIP.
