Memo <br />To: Les Lyle <br />From: Paul Klope, City of Eugene <br />Subject: East Bank Bike Path Right of Way, Funding and Design Meeting Notes <br />Date: Apri13, 1998 <br />Thursday, you, Chris, Dave R., Glen K., Russ R. and I met to discuss options for the final right <br />of way offer to Marist, funding, and design. <br />STP Fund Transfer to Barger <br />Due to the difficult and time consuming process of preparing plans the ODOT way and going <br />through their bid and contract administration process, we decided to pursue a change in the <br />designation of the STP funds from the East Bank bike path to Barger LID (and Ayres if <br />necessary). This will free up Transportation SDC funds (from Barger) that will be used for the <br />East Bank to replace the STP funds, freeing the East Bank from ODOT requirements. Then the <br />City will apply to ODOT fora "fund exchange" to convert the Federal STP dollars to State <br />dollars for Barger (which also frees Barger from ODOT entanglements). Les, Dave and Glen <br />Svendsen will work with ODOT and LCOG to transfer the funds to Barger and to exchange <br />them. <br />This plan of attack specifically applies to the Owosso to Marist section of the East Bank, but our <br />intention is to seek further fund transfers and exchanges for the rest of the East Bank STP funds <br />that are scheduled to be available in 1999 or 2000. <br />Paul will schedule a meeting with Glen S., Les, Dave, Steve G., Val, and Jenny to discuss details <br />of the fund transfer. <br />Design Standards <br />
