In early summer, it <br /> seemed that the project was running into scheduling issues, including county <br /> timeframes for designing the Delta Highway widening. I suggested to Kevin that we <br /> consider phasing the larger project, move forward with the first phase (which was <br /> already /suddenly funded) separately and obtain a permit for construction in 2005. <br /> It was rewarding to see Kevin's worried expression change to one of great relief as <br /> he considered the benefits of this approach! We quickly developed the General <br /> Authorization, obtained ODFW signature and submitted the GA to the Department <br /> of State Lands. Additional monies became available early in September for Phase 2 <br /> and, with your input and the DSL's cooperation, we were able to quickly amend the <br /> permit.
