AGENDA ITEM SUMMARY ItemNo.: <br /> Meeting Date: May 13, 1992 <br /> E U G E N E C I T Y C 0 U N C I L Department: Administrative Services <br /> PARCS <br /> Public Works <br /> ITEM TITLE: $800,000 Efficiencies Target <br /> PW /PARCS Maintenance Merger <br /> ACTION REQUESTED: Approval of Concept <br /> Approval of fiscal strategy on PW /PARCS Merger <br /> BRIEFING STATEMENT: Council directed the City Manager to generate at least <br /> $800,000 (FY94 dollars) in Organizational Efficiencies as <br /> part of the overall Eugene Decisions Target of <br /> $8,000,000. These savings can come from several areas, <br /> including: <br /> 1. Changes in operating procedures, including personnel <br /> and benefits costs and automation and productivity im- <br /> provements. <br /> 2. Changes in organizational structure, including reorgan- <br /> izations or consolidations. <br /> 3. Reducing administrative systems and costs. <br /> Although the immediate goal is achievement of the $800,000 target by FY94, the <br /> long -term goal is an overall refocusing of the organization to continue and <br /> enhance efforts at continuous improvement to systems and practices and at <br /> "closeness" to the customer base. <br /> The first result of this effort is the merger of the Parks, Recreation and <br /> Cultural Services Parks Services Division into Public Works Maintenance Divi- <br /> sion. Both units do similar types of work; and, the merger facilitates the <br /> achievement of various efficiencies by combining support systems and equipment <br /> inventories and the better use of available resources, In addition, there is <br /> a net reduction in authorized positions. <br /> To fully implement the PW /PARCS merger, capital investments are required to <br /> enable the physical consolidation of workunits to take place and to ensure <br /> that materials and equipment are properly stored. The Operating Budget sav- <br /> ings are contingent on the capital projects taking place in a timely manner. <br /> Options for financing the capital projects are p resented in the accompanying <br /> memorandum. <br /> Both the $800,000 Organizational Efficiencies and the PW /PARCS merger were <br /> presented to the Council Committee on Eugene Decision on April 30. The at- <br /> tached memorandum reflects comments from the Committee. <br />
