CENTRAL SERVICE ORGANIZATIONS <br />Human Resources <br />Human Resources ensures that the City’s pay and related employment practices are fair and equitable, are in <br />compliance with applicable laws, and that compensation is market equivalent. Human Resources are also <br />responsible for creating and maintaining the City’s classification system. <br />Performance and Development <br />Performance and Development oversees the delivery of the City-wide core training curriculum, they conduct <br />training needs assessments, and providefacilitation assistance to work groups. <br />From this central service organization, costs totaling $18,958were identified as unallowable costs. These costs <br />were deducted from costs to be allocated as central service costs. <br />Employee Relations <br />Employee Relations negotiates labor contracts and oversees administration of labor agreements, provides <br />consultation/advice to supervisors regarding performance management and discipline, and prepares the City’s <br />employment policies and procedures. Employee Relations is also responsible for the investigation of employee <br />complaints, grievances, allegations, and formulates or oversees the City’s responses. <br />Human Resources Information Systems (HRIS) <br />HRIS manages the City’s human resource data, monitors adherence to employment policies, wage and hour laws, <br />collective bargaining agreements, and coordinates with Payroll and Information Services to ensure that the Payroll <br />systems are accurately managing employee data. <br />From this central service organization, costs totaling $9,769were identified as unallowable costs. These costs <br />were deducted from costs to be allocated as central service costs. <br />Recruitment and Selection <br />Recruitment and Selection provides employment services for all City departments, performs the recruiting for all <br />City jobs, and manages the City’s affirmative action plan and equal employment compliance. <br />Payroll <br />The Payroll section operates the City’spayroll system,which pays employees' salaries and fringe benefits,and <br />maintains an automated pay record for each employee. <br />Exhibit D.8 <br />
