CENTRAL SERVICE ORGANIZATIONS <br />Council/City Manager/Recorder <br />The City Council services include the Mayor and City Council costs of materials and supplies, staff expenditures <br />supporting these elected officials, and various membership dues. <br />The City Manager’s Office provides professional support services to the Mayor and City Council in program <br />research, policy analysis and development, preparation of communications, and coordination of response to <br />citizen inquiries and complaints. Additionally, the CityManager's Office administers the Human Rights program <br />and the Intergovernmental Relations program (IGR). The Human Rights program strives to ensure that everyone <br />has the opportunity to share in the full benefits and responsibilities of living in Eugene. The IGR program <br />coordinates issues, legislative matters, and relationships between the City and its local, state, and federal <br />partners. <br />The City Recorder maintains official City records, is responsible for updating and maintaining the City Code and <br />City Charter, and is the elections officer of the City of Eugene. <br />From this central service organization, costs totaling $1,109,424were identified as unallowable costs. These <br />costs were deducted from costs to be allocated as central service costs. <br />Exhibit D.2 <br />
