Case #13 -05472 <br />Incident #13 -29037 <br />Page -2, of _ <br />SOURCE OF ACTIVITY <br />On Friday March 22, 2013 1 was on patrol on a marked police bike and wearing a <br />Eugene Police uniform with badge prominently displayed when I rode through the West <br />Park Blocks at 840 Oak Street in the City of Eugene, County of Lane, and State of <br />Oregon. <br />OFFICER'S OBSERVATIONS / INVESTIGATION <br />On this day, Officer Ware and I rode into the park under the overhead structure and I <br />observed several cloth bags piled on the ground in front of one of the park benches and <br />food was coming out from the bags onto the ground as well. . <br />No one was near the bags to stake claim to them so I asked if anyone knew who the <br />items belonged to. One female told me that she knew who the items belonged to and <br />asked her if she would be able to get the owner to my location otherwise I would need <br />to confiscate the items as lost property and the owner would be able to get them back at <br />a later time. <br />The female ran across Oak Street to the area known as the East Park Blocks and <br />returned with Jennifer Lynnelle Adams. Adams is a regular to the downtown <br />homeless scene and I have dealt with her since my first time on the downtown team last <br />year. <br />In fact, I dealt with Adams earlier on this day when Sergeant Molony warned her <br />(incident 13- 28907) regarding Prohibited Camping. <br />I explained to Adams that it was a Violation of Park Rules (1.020) to leave unclaimed <br />articles in the park. Adams stated that she left the items under the care of her friends <br />while she was away. <br />I pointed out that her items prevented access to the park bench and she needed to keep <br />her property on near her person while in the park. <br />Officer Ware also pointed out to Adams that she has listened to police warn other <br />people of this ordinance in the past. <br />03222013 / 1924 , �3 <br />R.
