She said the best option (the only option really) was to handle the general fund portion through the supplemental budget process. We can process the road fund’s portion through 341 in FY12. We still need to have the conversation about ongoing transfers from the GF and RF and make sure this is handled through the FY14 budget process. In addition, if we don’t end up getting the GF portion through SB, we need to make sure it is reimbursed as we develop the FY14 budget. I don’t think there is a perfect allocation method, however, with funding changes over time, I could support the 25% allocation given the “life” of the yard. If we are too exact based on a few years data, it could definitely skew the longer term view. 1
