City of Eugene <br /> Secure Rural Schools <br /> Cooperative Agreement No. L12AC20472 <br /> Page 4 of 17 <br /> I. STATEMENT OF JOINT OBJECTIVES <br /> A. Purpose. This financial assistance agreement is made and entered into by the <br /> Department of the Interior, Bureau of Land Management, Oregon State Office (BLM), and the <br /> City of Eugene for the purpose of wetland habitat improvements within the West Eugene <br /> Wetlands. <br /> B. Objective. The objective of this project is to improve the quality of wetlands habitat for <br /> at -risk native animals and plants by accomplishing a variety of tasks, including the following: <br /> 1. Repair of boundary fences and gates to ensure livestock are excluded from the <br /> wetlands. <br /> 2. Removal of invasive nonnative and woody plant species from wetland prairies and <br /> from endangered plant habitat in areas of critical environmental concern. <br /> 3. Enhancement of wetland habitats for rare wetland plants, pollinators, grassland <br /> birds and associated species through the addition of native seed of diverse, locally- adapted <br /> species which can compete with nonnative invasive species, and by repairing areas degraded by <br /> livestock. <br /> C. Authority. Secure Rural Schools and Community Self - Determination, 16 U.S.C. 500, <br /> P.L. 106 -393, as amended by P.L. 108 -319, which authorizes cooperative agreements for <br /> protection, restoration and enhancement of fish and wildlife habitat, and other resource <br /> objectives consistent with the purposes of this title on Federal land and on non - Federal land <br /> where projects would benefit these resources on Federal land. <br /> D. Benefits. The activity to be undertaken through this agreement is in furtherance of the <br /> recipient's and BLM's mission by the providing the following benefits: <br /> 1. This project, which will enhance habitat for at -risk or rare native animal and plants <br /> species and promote recovery of listed species on public lands, provides a good model for private <br /> landowners interested in undertaking recovery actions. <br /> 2. This project will provide far- reaching benefits by contributing to the partner <br /> supported plant materials program where there is a critical need to produce diverse locally <br /> adapted plant materials. Commercial markets are unable to supply the diversity or quantity of <br /> native plants to meet the need, which is likely to increase in order to effectively adapt to climate <br /> change impacts on a local and regional level. <br /> 3. Local youth corps members will be employed by the recipient on this project, <br /> exposing youth to non - traditional career opportunities. This will allow youth the opportunity to <br /> increase their job skills, develop a strong work ethic, and enhance their ability to make a positive <br /> impact within the local community. <br />
