April 30, 2012

John Clark noted that over the weekend he had two pickups parked inside Golden Gardens Park without
displaying their in-water dog training permits. One gentleman’s name was Pete and he indicated his
permit was in his car.; the other vehicle had out of state plates and the gentleman indicated he was a
guest of Pete.

John and I concluded according to the cover letter, only vehicles displaying permits are allowed to park
inside the park and he may need to ask those not displaying permits to park outside the park. Also, we
cannot omit guests from the park as we would be unclear as to ownership of the dogs.

John will continue to monitor vehicles not displaying permits and if it becomes a real issue, we will
address with Neil, including ‘guests’ and how best to handle that situation.
