<br />agencies may not construct or make modifications to equipment located on the
<br />Board's facilities. Such required work by the Board will be done upon receipt of
<br />written request from the agency and the agency shall be billed for the actual cost

<br />For New Lights. EWEB will
<br />...upon receipt of written request from agencies, design, order materials, and install
<br />requested lighting or lighting systems from a selection of high-pressure sodium or
<br />metal halide (energy efficient) fixtures;
<br />...for systems installed by EWEB, recover full costs of installation from agency at
<br />times of installation (including material, labor, equipment, and appropriate over-
<br />head costs) ;
<br />...if installed by EWEB, maintain records and provide to the agency revised maps of
<br />the agency lighting system;
<br />...provide a separate, monthly billing for energy costs, which shall include, but may
<br />not be limited to, a four percent factor for overhead and a six percent factor for
<br />in- lieu-of tax payment to the City of Eugene;
<br />...provide, under contract with interested agencies, globe washing and relamping services
<br />on an actual -cost basis;
<br />...under contract, and upon receipt of written request from the agency, perform general
<br />maintenance and repair of the agency-owned street lighting system, including, but not
<br />limited to, removals, replacements, repairs and relocations. Charges by EWEB for
<br />such maintenance and repair shall be based on actual cost;
