June 8, 2011

Dear Golden Gardens Park in-water dog trainer,

In-water dog training sessions are underway in the North and Main ponds at Golden Gardens Park with
the required permit. The current 2011 season Vehicle Access Permit and additional materials are
enclosed. Please read this letter and enclosed materials, as some changes have been made to the
program. We appreciate your continued consideration for other park users you may encounter, such as
pedestrians or bicyclists, and the wildlife and habitat this wonderful park support, such as turtles and
hatchlings which might be seen.

Only vehicles with permits from Parks and Open Space are allowed within the park boundary. The
permit must be displayed on the vehicle dashboard so it is visible at all times when the vehicle is inside
the park boundary. POS or City of Eugene Police Department staff may ask parties not displaying a
permit to cease training activities and remove vehicles from the park.

The north gate along the Clear Lake Road access site shall be kept locked at all times except when
entering or exiting the park. The lock combination for the access site is 5-2-1-9 and entry is currently
available. Please contact John Clark (541) 682-4826 if you experience any difficulty accessing the gate
with the combination.

Monday through Friday permitted parking is limited to the road between the North Pond and Main Pond
inside the designated jogging path as shown on the attached map in orange and will be more strictly
monitored. Saturday and Sunday, permitted parking is limited to the road outside the designated jogging
path within the park boundaries (north of the jogging path at the north end of the ponds) or on Jessen
Street. Disregard for this request may result in a vehicle access permit being revoked. Vehicles must be
attended at all times. Please contact Clara should you have questions or concerns about the designated
parking area.

Direct access to the ponds for dog training activities is limited to the Main Pond and North Pond, as
shown on the attached map. No more than two dogs per trainer are allowed to be active in the ponds at
any given time. In-water dog training activities are allowed from April 1 to October 31, daily from 7 a.m.
to 8 p.m.; please note limited vehicle parking on Saturday and Sunday as referenced above. Dog training
in the fields away from the ponds is allowed only with written permission from lease-holders of those
fields.

No use of shock collars or powered launchers is allowed on Saturday and Sunday.

Use of live birds as training aids is prohibited. Use of bird parts as training aids must comply with the
rules established by ODFW on that subject.

Enjoy the park and thank you for referring your colleagues and friends to our office for in-water dog
training Vehicle Access Permits at Golden Gardens Park. Requests may be emailed to
clara.t.matsler@ci.eugene.or.us or made by telephone at (541) 682-4908.

Sincerely,

Neil Björklund
POS Planning Manager

541-682 - 4909
