• Birds used in training are sometimes not fit for human consumption. Why do the draft rules state <br />they may not be wasted? <br />o The Commission does have the authority to define edible portions and we are examining <br />the possibility of classifying training birds as inedible. <br />• What will the cost of the permit be? <br />o The Department intends the permit to be free. <br />• How do these revisions relate to the prohibition on dogs running or the training of dogs in game <br />bird nesting habitat during the months of April -July? <br />o The Department's intent is to do away with this prohibition. <br />• The requirement to have NPIP birds or a CVI is too difficult to meet. <br />o The Department is currently examining ways to ease this burden in the new revision. <br />However, state law requires a CVI for birds imported from out of state. <br />• What about rock pigeons? <br />o Rock pigeons, commonly known as barn pigeons, rock doves, etc. are not considered <br />wildlife and may currently be released and taken for dog training, if the training activity is <br />lawful. <br />• Who is pushing for the adoption of these rules? <br />• The Department drafted these rules with the intent to provide a system to allow persons <br />to use some methods of hunting dog training which are currently not allowed by rule. <br />• In summary, currently there is a system in place to permit competitive hunting dog trials <br />in Oregon. However, there is no system in place to permit the release and subsequent <br />take of wildlife for hunting dog training unless the release is permitted and the take is <br />done during an authorized season for that species. Also, during 4 months of the year, <br />dog training, or allowing dogs running at large, is unlawful in areas which can be <br />considered game bird nesting habitat or productive wildlife habitat. Consequently, much, <br />if not most, commercial and recreational dog training currently taking place in Oregon is <br />unlawful. <br />Please let me know if you have anymore questions and thank you again for submitting comments on the <br />first draft of the rules <br />Regards, <br />Brandon S.
