West -bound traffic light was green, as was the left -turn arrow. East- <br />bound traffic began flowing before the left turn arrow had changed from green to yellow. There were some angry horns sounded as east -bound <br />drivers had their light change from red to green, while drivers continued to make the left turn from the west -bound lane. This was mid to late <br />afternoon on Friday (between approx. 2:30 and 4:30).
