Cc: HOLTS Lauri J; RISDAL Lacey L; WOLD Eric N <br />Subject: RE: City of Eugene request for release of funds - Grant 209-3007 <br /> <br />Dear Kris and Lacey: <br /> <br />You are correct that OWEB grants can pay for administrative costs, but only in the Fiscal Admin budget category. <br />Fiscal Admin may cover only accounting on the grant, costs associated with contract management (complying with <br />the terms and conditions of the project grant agreement), auditing on the grant, and final report expenses for the <br />grant. <br /> <br />Often what helps to sell an application to review teams is an offer from the applicant to provide fiscal <br />administrative services as match, rather than billing OWEB. Normally, I would be reluctant to approve this change <br />because of that. However, the City is providing a lot of match on this project and your request is not for the full <br />10%. With that said, I want to be clear that I will approve no more than a total of $12,458 for fiscal admin on this <br />grant. <br /> <br />Now, before we can move forward with your current request, I need to point out that in March of 2010, I approved <br />a budget amendment, to move, among other things, $4,000 into Fiscal Admin. That second change request is not <br />reflected in your current request. Please look at the attached and adjust your current, or third, request <br />accordingly. As a result, you might need to revise your third payment request and accompanying spreadsheet. <br /> <br />When you've corrected these materials, as appropriate, feel free to email them to me.
