Upon the submission of our final request for <br />reimbursement for the Oregon 150 grant, it was brought to our attention the <br />grant's restriction on in -house personnel charges. We understand the OWEB grant <br />has similar restrictions and that the grant will reimburse for in -house personnel costs <br />of salary and fringe actual costs. To date, the City of Eugene has used our <br />Professional Services rate, which includes salary and fringe costs, plus <br />administrative costs. <br />Like the Oregon 150 grant, I understand that the OWEB grant can pay for <br />administrative costs, (10% of grant capital and non - capital costs combined), but <br />these costs cannot be billed through the hourly rate of our in -house personnel. <br />Consequently, I would like request that the budget for the grant be amended to <br />include a reimbursement of administrative costs, up to 10% of the grant (currently, <br />the grant's budget includes no reimbursement of administrative costs). In <br />addition, the City will review all expenditures charged to the grant and reconcile <br />all in -house personnel costs to actual costs (salary + fringe). This reconciliation will <br />be done and reimbursement request #3 will be submitted for the grant. <br />Please let me know if you have any questions on the reconciliation I propose on <br />this grant, and if you approve of the budget change.
