(8) Vehicle Access to Non - irrigated Grass, Landscaped Areas and Under <br />Tree Canopies <br />(a) Driving or parking vehicles on landscaped areas or under tree <br />canopies is prohibited. <br />(b) Driving or parking vehicles on non - irrigated grass areas is <br />prohibited unless explicitly approved as part of a Standard Use Permit or <br />Special Event Use Permit. A request for such approval must be included with <br />the permit application and must identify the requested parking zone(s). <br />Requests for event participant parking on non - irrigated grass will be considered <br />on a first -come, first -serve basis and will be granted or denied based on the <br />existing condition of the turf one week prior to the scheduled event; if the turf <br />shows discernable tire ruts from one -ton trucks or if the turf has a visible loss of <br />vegetative cover from previous activities. Requests may be denied based on <br />forecasted wet weather. If approved, prior to the issuance of the event permit <br />the applicant must pay a Vehicle Access fee (for event - necessary activities such <br />as equipment delivery and pick -up) or an Overflow Event Parking fee as <br />established by Administrative Order of the City Manager pursuant to section <br />2.020 of the Eugene Code, 1971. <br />(79) Permit Application Decision The Executive Director or designee must <br />grant or deny an application for a park use permit within fourteen days of apt the application <br />being deemed complete, unless the Executive Director or designee extends the processing period <br />by an additional fourteen days by written notice to the applicant. An application is deemed <br />complete upon submission if it contains all of the information required by these rules. If City <br />staff notifies the applicant of missing application materials, an application is deemed complete <br />upon the applicant's submission of the missing application materials. Regardless of whether <br />an applicant has submitted the missing application materials, the application will be deemed <br />complete thirty (30) days prior to a special event or ten (10) days prior to a standard event. If, <br />after submission of an application but before the Executive Director or designee renders a <br />decision, the applicant submits revised or supplemental application materials, the Executive <br />Director or designee must grant or deny the application within fourteen days of receipt of the <br />revised or supplemental application materials.
