(h) Up to twenty -four (24) months prior to the date of an event, a <br />person may obtain a "Date Hold" for the event. <br />1. Date Hold requests must be submitted to the Public Works <br />Department (1820 Roosevelt, Blvd., Eugene, OR 97402) by completing an <br />application form provided by the City. The application must be <br />accompanied by a Date Hold application fee, as established by <br />Administrative Order of the City Manager pursuant to section 2.020 of the <br />Eugene Code, 1971. The City will not accept a Date Hold application for <br />processing it if is not accompanied by the required application fee. Date <br />Hold application fees are not refundable, however, at the time of Special <br />Event Permit application submission, a portion of the Date Hold <br />application fee will be applied to the Special Event Application fee and <br />facility fees in accordance with an Administrative Order of the City <br />Manager adopted pursuant to section 2.020 of the Eugene Code, 1971. <br />2. If a date is held for an event in accordance with this sub- <br />section, but the responsible person does not submit a Special Event Permit <br />application in December prior to the year of the event, the held date will <br />be released on January 1 of the year of the event. <br />3. An event qualifies for a Date Hold if all of the following <br />conditions are met: <br />i. A person has submitted a complete Date Hold <br />application, including the required non - refundable Date Hold <br />application fee; and, <br />ii. The anticipated attendance of the event will exceed <br />500 people; and, <br />iii. A person has submitted to the Eugene Special <br />Events Team (ESET) an Event Notification Form and ESET has <br />made are commendation regarding the event; and, <br />iv. The City has not permitted an event at the requested <br />location and on the requested date for the last two consecutive <br />years; and, <br />V. The applicant has demonstrated that the proposed <br />event complies with Section 1.004(1)(g) of these rules. <br />(2) Special Event Permit Applications Must Include <br />(a) For events with an anticipated attendance exceeding 500 people, a <br />certificate of insurance naming the City of Eugene as an additional insured.
