L Additional riparian planting_ protection and establishment ($10 000) There are several opportunities to plant <br />additional riparian trees, shrubs, sedges and rushes over the next year at Delta Ponds. This includes the area around <br />a culvert that is being installed under Goodpasture Island Road in summer 2010 with funding from the U.S. Army <br />Corps of Engineers. There is currently no funding identified to plant this area following construction. In addition, <br />we'd like to add some additional protection (e.g., plastic tubing) around all new plantings, as well as about 800 <br />trees (willows, dogwood) that we just planted in the past two weeks. This work would be contracted. <br />2. Additional invasive vegetation control ($20,000) While the invasive species control we have conducted thus far <br />has been very effective, several areas could use follow -up control. Armenian blackberry, Scotch broom, and <br />English ivy would be the target species. This work would occur beginning spring 2010 and continue through fall <br />2011. This work would be contra <br />aJ <br />3. Nutria control ($20,000) . Plant 1 §ufvN�iid growth will be significantly enhanced if we reduce the number of <br />nutria that are present in the ponds. This non - native herbivore is responsible for most of the damage to riparian <br />plants at Delta Ponds. We propose doing a spring 2010 removal effort, followed by an additional round in the <br />winter of 2010/11. This work would be contracts -- <br />J1q)535 <br />4. Emergent aquatic weed control ($10 OOOZ control invasive vegetation at Delta Ponds have focused <br />on terrestrial invasive vegetation. However there are several emergent/aquatic species present at Delta Ponds that <br />have the potential to spread to the Willamette River if not controlled. This includes yellow flag iris and purple <br />loosestrife. These two species can be readily controlled with careful cut and wipe techniques. We propose hiring a <br />contractor to conduct an initial control effort in summer 2010 and then to follow up in summer 2011. <br />5. Additional City of Eugene staff time ($4.000 for Fiscal Administration: $6.000 for In House Personnel) Additional <br />staff time will be needed to write contract specs and manage contracts (Fiscal Administration), as well as conduct <br />inspection of and provide technical expertise for proposed additional work (In -House Personnel). <br />The total estimated cost of the items listed above is $70,000. The range of proposed work and the different timing of <br />that work allow us some flexibility to adjust how much work we do, based on how contractors actually bid relative to <br />our estimates. <br />Request for Approval to Proceed <br />We would like your approval to proceed with these actions as soon as you can reasonably provide it.
