CITY OF EUGENE <br />PUBLIC CONTRACTING REGULATIONS <br />ARTICLE 1 <br />INTRODUCTION AND EXEMPTIONS FROM REGULATIONS <br />T <br />1.1. <br /> These regulations incorporate the provisions of Eugene Code 2.1400 to 2.1450 <br />ITLE <br />and the Oregon Public Contracting Code and comprise the Eugene Public Contracting <br />Regulations. <br />P <br />1.2. <br /> It is the policy of the city to utilize Public Contracting practices and methods <br />OLICY <br />that maximize the efficient use of public resources and the purchasing power of public <br />funds by: <br />(a) Promoting impartial and open competition; <br />(b) Using Solicitation materials that are complete and contain a clear statement of <br />contract Specifications and requirements; and <br />(c) Taking full advantage of evolving Procurement methods as they emerge within <br />various industries. <br />EC <br />1.3. <br /> In accordance with ORS 279A.025, these regulations apply to <br />XEMPTONTRACTS <br />all Public Contracts except for the following: <br />1.3 .1GC. <br /> Contracts between the city and: <br />OVERNMENT ONTRACTS <br />(a) Another contracting agency; <br />(b) The Oregon Health and Science University; <br />(c) The Oregon State Bar; <br />(d) A governmental body of another state; <br />(e) The federal government; <br />(f) An American Indian tribe or an agency of an American Indian tribe; <br />(g) A nation, or a government body in a nation, other than the United States; or <br />(h) An intergovernmental entity formed between or among: <br />A. Governmental bodies of this or another state; <br />B. The federal government; <br />C. An American Indian tribe or an agency of an American Indian tribe; <br />D. A nation other than the United States; or <br />E.
