FINANCIAL POLICIES & PROCEDURES - RATES
FY11 EMPLOYEE FRINGE BENEFITS RATES (Excluding Health Benefit Charges)
REGULAR EMPLOYEES
The 2003 State Legislature approved changes to the Public Employee Retirement System that effectively
created two retirement systems: PERS and OPSRP. Most employees hired after January 1, 2004, are
enrolled in the OPSRP system. The rates listed below are used by the system to calculate benefits for
regular part-time and full-time employees. The rates below include the 6% pickup on all retirement system
eligible employees, as well as the City’s 5.5% pension bond payment. The budget system defaults to the
OPSRP rate for all vacant positions.
When estimating future year position costs, remember to add health benefit charges to these fringe rates.
Unit/Class PERS/OPSRP MEDICARE FICA LTD LIFE Total

AFSCME-PERS 22.07% 1.45% 6.20% 0.53% 0.27% 30.52%
AFSCME-OPSRP 20.17% 1.45% 6.20% 0.53% 0.27% 28.62%

Non-Rep-PERS 22.07% 1.45% 6.20% 0.30% 0.27% 30.29%
Non-Rep OPSRP 20.17% 1.45% 6.20% 0.30% 0.27% 28.39%

EPEA-PERS 22.07% 1.45% 6.20% 0.30% 0.54% 30.56%
EPEA-OPSRP
-Sworn 22.88% 1.45% 6.20% 0.30% 0.54% 31.37%
-Non-sworn 20.17% 1.45% 6.20% 0.30% 0.54% 28.66%

*
IAFF-PERS 22.07% 1.45% 6.20% 0.60% 0.27% 30.59%
*
IAFF-OPSRP
-Sworn 22.88% 1.45% 6.20% 0.60% 0.27% 31.40%
-Non-sworn 20.17% 1.45% 6.20% 0.60% 0.27% 28.69%
