ARTICLE 19 <br />RULE MAKING; HANDLING OF VIOLATIONS; WAIVER <br />PPR <br />19.1.. <br /> Unless a different procedure is <br />OLICY AND ROCEDURE FOR ULEMAKING <br />specifically provided by the city council, amendments to these regulations shall be made in <br />conformance with the procedures set forth in Section 2.019 of the Eugene Code, 1971. <br />HV. <br />19.2 <br />ANDLING OFIOLATIONS <br />19.2 .1 DA. <br /> If the Purchasing Agent determines that a contract is about to be <br />ELAY OF WARD <br />awarded or executed in violation of these regulations, the Purchasing Agent may <br />delay award or execution until the violation is corrected. <br />19.2 .2 CAV. <br /> If the Purchasing Agent determines that a <br />ONTRACT WARDED IN IOLATION <br />contract has been entered into in violation of these regulations or without proper <br />authority, the Purchasing Agent may declare the contract invalid and return any <br />contract deliverables, subject to payment of any amounts required to be paid to the <br />affected contractor by state law. <br />19.2 .3 EV <br />.
