(iii)The scores of the bidders if the city chooses to use a scoring model that <br />weighs non-price factors in addition to price; or <br />(iv) Any combination of (i), (ii) and (iii) above. At any time before the date <br />and time after which the city will no longer receive electronic Offers, a <br />Person may revise his/her electronic Offer, except that a Person may not <br />lower its price unless that price is below the then lowest electronic Offer. <br />(B) A Person may not increase the price set forth in an electronic Offer after the <br />day and time that the city first accepts electronic Offers. <br />(C) A Person may withdraw an electronic Offer only in compliance with this <br />Rule. If a Person withdraws an electronic Offer, it may not later submit an <br />electronic Offer at a price higher than that set forth in the withdrawn <br />electronic Offer. <br />14.2 .5 FE-PS. <br />In the event of a failure of e-Bid that <br />AILURE OF THE ROCUREMENT YSTEM <br />interferes with the ability of Persons to submit electronic Offers, protest or to <br />otherwise participate in the Procurement, the city may cancel or may extend the date <br />and time for receipt of electronic Offers by providing notice of the cancellation or <br />extension immediately after e-Bid becomes available. <br />14.2 .6 PIC. <br />In the event the city includes in Solicitation <br />UBLICMPROVEMENT ONTRACTS <br />Documents for a Public Improvement that the Procurement will be conducted by <br />electronic means, the city will designate the method by which the requirements of <br />ORS Chapter 279C regarding written Bids, opening Bids publicly, first-tier <br />subcontractor disclosure and inclusion of prevailing wage rates will be met. <br />Article 14 Electronic Protocols Page 66 <br />Exhibit A to Administrative Order No. 44-08-06-F <br /> <br />
